Data is an important and critical element in addressing health equity. When data is absent, entire populations are overlooked. When clinical trials omit people of color, medicine is not inclusive, precise, or adequate. Historically marginalized communities are victimized by data inequity and it has a ripple effect that can take generations to correct.

This symposium will tackle data equity as a foundational component of health equity. We will hear speakers from the public and private sector to an audience of medical practitioners, scientists, researchers, community organizations, patient advocates, students, and the community at large. We will also have breakout sessions featuring 4 different sectors of healthcare including mental health, precision health (physical health), public health and prevention/ early intervention.

Orange County Supervisor Donald P. Wagner is honored to represent over 630,000 diverse residents in the communities of Anaheim Hills, Irvine, Lake Forest, North Tustin & Tustin, Orange, Mission Viejo, Rancho Santa Margarita, the unincorporated canyons, Villa Park, and Yorba Linda.

Supervisor Wagner currently serves on several committees, including the Orange County Fire Authority Executive Committee; The Orange County Transportation Authority: Legislative Committee and SR-91 Advisory; The Transportation Corridor Authority: Joint External Affairs Committee, Joint Capital Programs & Project Committee, and the 241/91 Express Connector Ad Hoc Committee; Southern California Association of Governments: Transportation Committee, Regional Council, Executive and Administrative Committee, Legislative/Communications & Membership Committee and Joint Policy Committee; Orange County Council of Governments: Bylaws Committee, Steering Committee, and the Executive Management Committee Meeting; Supervisor Wagner is also a Member of the Orange County Sanitation District, serving on the Operations Committee, and is a recent member of the Orange County Power Authority.

He holds a bachelor’s degree in English from the University of California, Los Angeles, earning a Juris Doctorate in 1987 from the University of California, Hastings College of Law; he joined the California Bar that same year. Supervisor Wagner is a practicing attorney and UCLA Bruin for life.

Supervisor Don Wagner is a former South Orange County Community College District Trustee for three consecutive terms, balancing every budget and paying off all debts without additionally burdening the taxpayers. This leadership earned him an unprecedented six years as Board President.

During his six years in the State Assembly, he gained invaluable experience on a wide variety of committees, including Budget, Health, Education, and Revenue and Taxation. As the former Vice-Chair of the Assembly Judiciary Committee, his committee had jurisdiction over the legal profession, the courts, and most state governing codes. On financial committees, he oversaw all state spending and revenue, quickly earning a reputation for expertise in government fiscal affairs, such that he was twice asked by the Association of California Cities – Orange County to teach government finance and budgeting to local elected officials at UCI. He has dedicated his free time to nonprofits and charities, serving as the past president of the American Lung Association of Orange County. He is also the founder and first president of the Orange County Chapter of the Federalist Society, a national organization of lawyers, judges, and law professors that ensure judicial integrity and strict adherence to the Constitution of the United States.

As the past Mayor of Irvine, he ensured the Great Park project bloomed after $200 million was wasted away under prior city council leadership. He brings this level of service to the community at the County level; in 2019, he expanded public resources without raising taxes when he reopened Irvine Lake for shoreline fishing. The Lake was previously closed for three years to the public. Supervisor Wagner continues to engage directly with the residents to help address local issues, improve public safety, and enhance the quality of life in Orange County.

He is an active participant in Orange County business and legal communities with prior service on several committees and advisory boards for the Orange County Bar Association, including a Judge Pro Tempore in the Superior Court of Orange County. The Orange County Register, Los Angeles Times, and several local media outlets have published his articles on legal, political, and cultural topics.

Supervisor Wagner lives in the unincorporated area of his District with his wife, and previously in Irvine, where they raised and educated their three children. His family shares a love for the game of baseball.

Previously, Goldstein was dean and chief diversity officer at the Stritch School of Medicine, Loyola University Chicago; provost and senior vice president for academic affairs, Brandeis University; chair of pediatrics, founding physician-in-chief of Comer Children’s Hospital and founding director of two research institutes, University of Chicago; and professor and founder of the Section of Developmental Biology and Biophysics, Yale University. Goldstein holds an M.D. and a Ph.D. in immunology from Harvard University. His research has identified families of genes encoding ion channels, the genetic and mechanistic bases for sudden infant death syndrome in African Americans, inherited and drug-induced cardiac arrhythmias, skeletal muscle disorders and ischemic stroke. An American Academy of Pediatrics fellow, he received the prestigious E. Mead Johnson Award from the Society for Pediatric Research and was elected a Fellow of the American Association for the Advancement of Science in 2020 for his discoveries and contributions to academic medicine. He has served as a scientific advisor to the National Institutes of Health for Nanomedicine and vice chair of the National Science Foundation Advisory Committee for Biological Sciences. Clayton Chau, M.D., Ph.D., is director of the Orange County Health Care Agency and the Orange County health officer. He was previously the chief clinical and strategy officer for MindOC, the nonprofit entity that supports Be Well OC, a coordinated system to improve Orange County’s mental health services. Dr. Chau has held leadership roles in behavioral health and care management at major public and private health organizations, including Providence Health System and L.A. Care Health Plan. He started his career working for 13 years with Orange County Behavioral Health Services. Dr. Chau obtained his medical degree from the University of Minnesota and his doctorate in clinical psychology from Chelsea University. He completed his psychiatry residency at UCLA San Fernando Valley, followed by a fellowship with the National Institute of Mental Health focusing on substance abuse and HIV. He was recognized in 2012 with leadership awards from the National Council for Behavioral Health and the American Psychiatric Association. Additionally, in July 2021, the Orange County Medical Association named Dr. Chau as Physician of the Year. He was appointed a CalOptima director in May 2020.

As Chief Executive Officer, Michael Hunn is responsible for the mission of CalOptima, its systems and structures as well as overall strategic business, financial and community planning. He oversees all aspects of the organization and maintains positive working relationships with member, provider and community representatives as well as federal, state and county agencies. Prior to joining CalOptima in November 2021, Hunn provided advisory services to a variety of health care clients ranging from health systems and hospitals to health plans and medical groups. He has more than 22 years of executive leadership experience in president or CEO roles for large hospitals and health plans in Southern California. He holds a bachelor’s degree in Philosophy from Cardinal Glennon College and a master’s degree in Systematic Theology from Kendrick Glennon Seminary, both in St. Louis, Missouri.

Chad T. Lefteris is an executive with considerable experience in integrated and academic health systems overseeing Orange County’s only academic medical center and all clinical and patient-serving operations.

Lefteris has served as UCI Health’s chief operating officer since December 2018. In his new role, he oversees the overall UCI Health system, which includes UCI Medical Center and more than a dozen outpatient research and specialty care centers throughout Orange County and portions of Riverside County. UCI Health is the leading healthcare organization in Orange County and the only one to combine leading-edge, health-focused research, teaching and patient care. UCI Medical Center has been listed among “America’s Best Hospitals” by U.S. News & World Report for 19 consecutive years, and its physicians and surgeons regularly populate “Best Doctors” ratings.

It was Orange County’s first hospital to receive Magnet status for nursing excellence through the American Nurses Credentialing Center and has been redesignated three times, a feat accomplished by less than 1% of the nation’s hospitals. Kevin P. Manemann serves as chief executive for the South Division of Providence, leading the health system’s operations in Northern and Southern California. Providence is the third largest not-for-profit health system in the United States.

Most recently at Providence, Kevin served as the chief executive of the Southern California region, which he continues to lead, and earlier as chief executive of physician enterprise. He also served as president and CEO of St. Joseph Heritage Healthcare, among the system’s family of organizations.

Throughout his career, Kevin has driven large-scale change and cultural development, with an emphasis on financial performance, quality and innovative models of care. He has also facilitated partnerships that focus on community wellness and health equity.

Under Kevin’s leadership, the South Division is transforming the patient and caregiver experience by delivering on the Providence Promise – Know me, care for me, ease my way. When caregivers and providers live our Mission, patients will experience compassionate and empathic care, and caregivers and providers will feel valued and appreciated for who they are and what they do. The division is also focused on making health care simple through patient journey mapping that reflects the communities we serve.

Kevin received a master’s degree in organizational leadership from Gonzaga University, a bachelor’s degree in business administration from the University of Iowa, and is Black Belt-certified in Toyota’s LEAN model. He is originally from Iowa and currently resides in Carlsbad, California with his wife and three children. He enjoys fishing, golf and, as a life-long fan, tries to catch a Cubs game whenever he can.

Payman Roshan is the Senior Vice President and Area Manager of Kaiser Permanente Orange County in Southern California, two Kaiser Foundation Hospitals and more than twenty medical office buildings serving nearly 600,000 members throughout Orange County.

Payman started his journey with Kaiser Permanente in 2005 as the Regional Director of Clinical Technology, overseeing the service and maintenance of the region’s medical equipment, ensuring safe care delivery. In 2010 Payman was promoted to Assistant Medical Center Administrator for support services at KP Baldwin Park Medical Center, where he later became the Chief Operating Officer in 2012. After a few years in the Chief Operating Officer role, he was promoted to Senior Vice President & Area Manager of KP Panorama City/Antelope Valley Medical Centers in 2015. In 2021, he moved to KP Downey Medical Center as the Senior Vice President and Area Manager and most recently he became the Senior Vice President and Area Manager for Orange County service area.

He has a Bachelor of Science degree in Biomedical Engineering from Mercer University and a Master of Business Administration degree from National University. Payman has a keen interest in technology and advancing healthcare instrumentation and innovations.

Payman is married to Afsaneh, and they have one son, Nicholas. In addition to spending time with his family, he enjoys playing soccer on Sunday mornings.

Twice recognized as one of the most influential leaders in U.S. healthcare by Modern Healthcare, Annette has been at the helm of many top organizations in her field. Before coming to City of Hope, Annette was president of strategy for one of the nation’s largest health systems.

She presently serves on the Board of Trustees for Chapman University, the Executive Committee for CEO Leadership Alliance Orange County, and the medical device start-ups Renata and Cern.

Annette says her proudest achievement is partnering with her husband, Chuck, to raise a close family of six that now includes 13 grandchildren.

Dr. Ramos currently serves as chair for the American College of Obstetricians and Gynecologist, California & Ecuador (IX) District, secretary for the executive board of the National Hispanic Medical Association, and is co-chair for the Women’s Preventive Service Initiative implementation committee.

She serves on many national and international women’s health improvement and equity committees. Her areas of expertise include health disparities, social determinants of health, preconception/interconception health, preterm birth, contraception and quality improvement in health. Dr. Ramos has written and contributed numerous articles to the obstetrics and gynecology and public health literature and has lectured in Spanish and English, locally, nationally and internationally.

Dr. Ramos received her medical degree from the University of Southern California with honors and completed her residency training in obstetrics and gynecology at Los Angeles County-University of Southern California Medical Center. Marshall Moncrief is the Chief Executive Officer of Mind OC, a not-for-profit organization created to advance the community-wide collaborative Be Well OC: a robust, cross-sector coalition creating tomorrow’s mental health care system. He also serves as a commissioner for the Orange County Commission to End Homelessness. Marshall is a licensed psychotherapist and holds an executive MBA in healthcare management.

For more than 15 years prior to his current role with Mind OC, Marshall served as the executive clinical and administrative leader of mental health and addiction services for the Hoag Health and Providence-St Joseph Health Systems (PSJH). In this prior role, Marshall developed the Institute for Mental Health and Wellness for PSJH Southern California, overseeing hospital and primary/specialty care services across LA, Orange County and the High Desert. He created California’s first residential addiction treatment program co-located with an acute-care hospital, and co-founded the ASPIRE consortium, which scaled across 4 independent health systems a unique treatment program for adolescents and their families. Marshall has enjoyed direct clinical work in private practice, as well as teaching for local colleges and universities.

Marshall lives in Huntington Beach with his wife and 7-year-old son. He visits his 22-year-old daughter at the University of Oregon as often as she’ll let him… and he speaks regularly on the need for thorough psychiatric evaluation for anyone considering having kids 15 years apart.

Dr. Veronica A. Kelley, DSW, LCSW is the Chief, Mental Health and Recovery Services at the Orange County Health Care Agency. Veronica is a member of the Governing Board for the County Behavioral Health Directors Association of California (CBHDA), serving as the President Elect, she sits on the Executive Committee and serves as the Co-Chair for the Substance Abuse Prevention & Treatment (SAPT) Committee. She is also a Council Member to the California Behavioral Health Planning Council, Board Member to the California Mental Health Services Authority and Associate Member to the American Society of Addiction Medicine. In August of 2019 she was appointed by the governor as a member of the No Place Like Home Program Advisory Committee.

Dr. Kelley is a Professor at Mount St. Marys’ University teaching in the undergraduate Social Work/Sociology/Gerontology and Film Department, an Adjunct Faculty in the Masters of Social Work Program at Loma Linda University Department of Social Work and Social Ecology, and a Contract Instructor at Cal State University, San Bernardino, teaching Social Work with Alcohol and Drug Abuse. She earned her doctorate of Social Work (DSW) from Capella University, earned her MSW from the University of Southern California and her BS in Psychology and Child Development from Mount Saint Mary’s College in Los Angeles.

Karen W. Linkins, Ph.D. is the Chief Strategist at Mind OC, a community organization that supports the Be Well movement in Orange County. She specializes in systems transformation in the health, behavioral health, and human services fields through strategic planning, organizational development, community engagement, evaluation and quality improvement. Her approach is to advance integrated care by promoting cross-sector accountability among policy makers, funders, and providers to improve health outcomes through delivery system redesign, payment reform, care coordination, and data sharing. Dr. Linkins has worked in the area of integrated systems and care for over 20 years, beginning as a Co-PI of a research demonstration targeting older adults with mental health and substance use disorders funded by SAMHSA and HRSA. A recognized leader in integrated behavioral health nationally, she has led more than 70 research, evaluation, technical assistance, and strategic planning projects for Federal agencies, states, philanthropic organizations, and community-based organizations and clinics. Previously, Dr. Linkins was a Vice President at The Lewin Group, where she provided organizational and project leadership for over a decade, and served as a research faculty member at the University of California, San Francisco where she conducted research on health disparities, integrated care, and home and community based service systems. Dr. Linkins earned her PhD in Medical Sociology at the University of California, San Francisco and an undergraduate degree from Smith College.

Tameka Tates is currently the Director of Mobile Crisis Response, Tameka has been working in the field of Social Service for the past 21 years, starting with after school programs, moving on to group homes, level 12 and 14 children’s facilities and behavioral health programs throughout the San Diego. While gaining experience Tameka attended San Diego State University and earning a bachelor’s in criminal justice administration with the original goal of working in law enforcement. That soon changed as she continued to gain knowledge and found her passion in social services, providing services, education and guidance while working with children of all ages. Tameka soon moved on to gain knowledge and experience of homeless services and housing working with people experiencing homelessness at PATH (People Assisting the Homeless) as Associate Director of Housing for 6 years and moving on to be Housing Manager for the San Diego Region with Telecare and Project Director at Equus overseeing the COVID-19 hotel program. While gaining hands on experience Tameka continued her education and went on to Chapman University to earn her MA in Organizational Leadership and her MS in Human Resources. Tameka continues to recognize the importance of education and is currently working on her Master’s in social work with the goal of earning her LCSW, and is excited to continue to educate, lead and learn from Be Well as she continues her position as Director of Mobile Crisis Response.

A leading expert in the field, Dylan H. Roby, PhD, interim chair and associate professor of health, society, and behavior at the University of California, Irvine Program in Public Health, has over 25 years of expertise in health policy research, reform, and capacity-building in settings from Capitol Hill to academia. He has dedicated his career to addressing disparities in health care outcomes and focuses his research primarily on the health policy impacts on underserved populations, namely those served by public hospitals, community health centers, and Medi-Cal.

UCI Institute for Precision Health co-director Leslie Thompson has studied Huntington’s disease for most of her scientific career and was a member of the international consortium that identified the causative gene for Huntington’s in 1993, for which she received the National Medical Research Award of the National Health Council. She also co-identified the mutation causing achondroplasia, the most common genetic form of short-limbed dwarfism, in 1994. Since that time, Thompson has been actively engaged in investigating mechanisms involved in Huntington’s disease as well as amyotrophic lateral sclerosis and X-linked dystonia-parkinsonism to identify new treatment strategies. She has also been focused on using stem cell-based therapies for Huntington’s disease.

A member of the HD-CARE scientific advisory board, Thompson is chair of the Huntington’s Disease Society of America scientific advisory board and vice chair of the Hereditary Disease Foundation scientific advisory board. She’s also the founding co-editor-in-chief of the Journal of Huntington’s Disease and the principal investigator of the multi-omics core of the Answer ALS program, which is a precision medicine approach to understanding ALS. Thompson was elected as a fellow of the American Association for the Advancement of Science in 2013.

Thompson is among the earliest trailblazers in developing personalized treatment strategies for neurodegenerative diseases, and under her co-direction, IPH will continue to shed light on the pathogenic mechanisms of neurodegenerative and other diseases for which there are currently no treatments. Thompson earned an M.A. and a Ph.D. at UCI.

Dr. Amin is an internationally recognized leader in the field of hospital medicine. He pioneered one of the nation’s first hospitalist programs in 1998 at the University of California, Irvine (UCI) Medical Center. He is the first and only chairman of the department of medicine at an academic medical school and academic medical center worldwide. At UCI, Dr. Amin served as Vice Chair for Clinical Affairs and Quality for 12 years; Chief of the Division of General Internal Medicine for 6 years; Associate Program Director of the Internal Medicine Residency Program for 14 years; and Medicine Clerkship Director for 14 years.

During the course of his career, Dr. Amin has lead efforts to improve the quality of care and safety of patients in hospital environments. He has served as principal investigator, co-investigator, and faculty sponsor on clinical trials, registries and research projects focusing on clinical topics such as VTE, pneumonia, diabetes, and heart failure.

Dr. Amin has authored or co-authored over 100 peer-reviewed articles. He is the co-editor/co-author of the Core Competencies in Hospital Medicine, published by the Society of Hospital Medicine (SHM) and co-editor of Contemporary Hospitalists’ Guide to Anticoagulation. He has held numerous positions with SHM. He was chair of SHM’s Education Committee for 4 years, and he served as the 2006 SHM Annual Meeting Course Director and on the society’s board of directors. Dr. Amin is the former associate editor of Hospital Medicine Secrets.

He is the recipient of numerous federally funded, industry-sponsored, and foundation awards focused on quality of care, medical education, and outcomes research. Honors have included the American College of Physicians Special Recognition Award; “America’s Top Physicians” by the Consumers’ Research Council of America; the Orange County Physician of Excellence Award; ACP’s Top 10 Hospitalist Award; and the Venous Research Award for Quality Improvement and Implementation of Best Practices from the Venous Disease Coalition (VDC)/Vascular Disease Foundation (VDF).
He is a senior fellow of the Society of Hospital Medicine (SHM), master of the American College of Physicians (ACP), and a member of the Society of General Internal Medicine and Academic Chiefs and Leaders of General Internal Medicine.

Dr. Amin is a graduate of Northwestern University Medical School in Chicago. He completed his internship, residency in internal medicine, and chief residency at UCI. He also earned a healthcare MBA at UCI and an undergraduate degree in biomedical engineering from the University of California, San Diego.

Wael Younan is the Chief Information Officer/Chief Information Security Officer at CalOptima Health. In his role he provides leadership and oversight for enterprise-wide technology needs, operations, cyber-security, and strategy. He is currently working on a Digital Transformation and Workplace Modernization strategy with a goal to be the first health payer to provide real-time claims payments, 24-hour treatment authorizations and annual Social Determinant of Health assessments for members. He has more than 22 years of experience in leading teams and enterprise projects in a health care setting on both the payer and provider side, along with both private and public health organizations. Prior to joining CalOptima, Younan served as a Chief Information Security Officer with the Los Angeles County Department of Health Services, where he oversaw information security for the county’s Ambulatory Care Network, Managed Care Services and Correctional Health System. His experience includes leadership roles at several large health plans and provider organizations, including Kaiser Permanente, Anthem, and CareMore Health Systems. He earned a bachelor’s degree in telecommunications management from DeVry University and holds certifications in information security and data privacy solutions. He is currently a finalist for the CIO of the Year SoCal Orbie Awards.

Dr. Sharief Taraman is board-certified in neurology with special qualifications in child neurology. He is a Health Sciences Associate Professor at UC Irvine School of Medicine. He is a Magna Cum Laude graduate of the University of Michigan having majored in biochemistry. He completed his medical education at Wayne State University School of Medicine in 2006 and went on to complete residency training in pediatrics and pediatric neurology at the Children’s Hospital of Michigan. Dr. Taraman is also one of CHOC’s medical informaticists and works directly with the chief medical information officer to develop and implement technology to improve healthcare delivery and outcomes. He is also actively involved in the CHOC Medical Intelligence and Innovation Institute.

As director of the CHOC multidisciplinary concussion clinic, he has worked closely with CHOC’s Sports Medicine Program and neuropsychologists to develop a comprehensive concussion rehabilitation program.

Dr. Taraman’s other clinical interests include more severe traumatic brain injuries, neuroimmunology (Demyelinating disorders, ADEM, multiple sclerosis, CNS vasculitis), epilepsy, encephalitis, and stroke. His research interests include neurotechnology (brain/computer interfaces), nanotechnology, bioinformatics, and traumatic brain injury. Dr. Taraman is active in the community as a board member of the AAP Orange County Chapter, Irvine Unified School District Medical Advisory Board, and volunteering for Girl Scouts of Orange County and the Capistrano Unified School District.

Dr. Cooper is a Professor of Pediatrics, UC Irvine Chief, Pediatric Pulmonology Division and the Founding Director of the Institute for Clinical Translational Science and the Program Director of the UC Irvine Clinical Research Center. His research seeks to identify how exercise can best be used to prevent asthma and obesity in children; in particular how brief bouts of exercise alter gene expression and functional responses of neutrophils. The neutrophil is a unique cell capable of instigating disease processes such as the common exercise-induced asthma. At the same time, conditioning of neutrophils by physical activity can play a role in how exercise prevents diseases such as atherosclerosis. Dr. Cooper is particularly interested in new therapies involving both pharmacologic and lifestyle interventions.

Dr. Ehwerhemuepha leads the research data science services at CHOC together with a team investigators, providers, and research administrators. During his tenure as President & CEO at The California Endowment, Dr. Ross has provided leadership in supporting the vision of underserved communities and grassroots leaders for a healthier California and a healthier America. The California Endowment has provided advocacy and funded efforts in support of “Health For All” across the state, expanding health coverage for undocumented residents, farmworkers, and “Dreamers”, strengthening diversity in the health workforce, advancing wellness-driven school climate reforms, improving health advocacy for young men and young women of color, and providing leadership for health-oriented criminal justice reform. Through the Endowment’s 10-Year Building Healthy Communities campaign, he has supported the engagement and leadership capacity of young people and community residents to fight for improved health and wellness at the community level. He also served as a founding board member of Covered California, the entity responsible for the successful implementation of the Affordable Care Act in California. My dad was a general surgeon who did emergency room work in two local hospitals in addition to his practice, specializing in veins and arteries. My mom was active in community affairs and served as the President of our local school district when I was in middle school, and eventually as mayor of my little home town after my sister and I had graduated from college and moved away.

After graduation from Yale University, where I majored in History with a focus on 20th Century politics and government, I served as an artillery officer in the United States Army, with duty assignments with a nuclear weapons unit in South Korea and a conventional artillery battalion in the 25th Infantry Division in Hawaii.

I relocated to California from Hawaii following the completion of my active duty military service obligation. My professional experience since then has included work in local government, public affairs and marketing, film and television production, and Internet media technology.

In 2012, I founded an initiative, ArmedForce2Workforce,to assist young military veterans in the pursuit of rewarding, career-oriented employment following the completion of their own military service and return to the Greater Los Angeles/Orange County area. That work, and my frustration with the lack of progress and support from various levels of government in doing right by the young men and women who had bravely served us during a time of true national need, led to my decision to run for public office.

In 2016, I ran a successful grassroots campaign for the California State Senate, focused on a message of service, common sense, and accountability on behalf of the residents of the 16 cities across three counties in California’s 29th Senate District.

As their representative to the State Senate, I successfully guided more than 20 pieces of legislation that supported veteran services and mental health resources, improved local schools, helped businesses create jobs, and protected open space.

As a public servant, I pride myself on being active, accessible, and accountable, unafraid to put constituents over politics and working families ahead of special interests.
