Measuring The Needs of Older Adults to Ensure that Every Resident Can Thrive

On January 6, 2021, California released its first-ever Master Plan for Aging, a comprehensive framework that will prepare the state for the growth of the 60-and-over population to 10.8 million people by 2030.

The Master Plan for Aging includes a 10-year blueprint for promoting healthy aging—including five bold goals:

  • Housing for All Stages & Ages – living where we choose as we age
  • Health Reimagined – improving access to health services
  • Inclusion & Equity, Not Isolation – providing inclusive opportunities for older adults to live and work without isolation and fear of abuse and neglect
  • Caregiving That Works – increase and bolster the caregiving workforce
  • Affording Aging – and increasing economic security for aging Californians.

In January 2023, the Orange County Board of Supervisors commissioned an Older Adults Needs Assessment to determine the needs of the County’s multi-cultural and diverse older adult communities and identify gaps in care and services. Advance OC was selected to conduct the Assessment.

Get Involved

Through the Older Adults Needs Assessment, Advance OC and its community-based partners will capture ways the system of care is working and ways it is not. Understanding the lived experiences of older adults across the County’s multi-cultural landscape, who are in different stages of the aging process, will help us develop the right policies and programs to ensure that we are all able to live and thrive in Orange County for years to come. To maximize community and stakeholder input, our outreach and communication material will be available in multiple languages – English, Spanish, Korean, Vietnamese, Chinese, Arabic, and Farsi.

The Research Process

Advance OC will conduct primary research by engaging directly with older residents and through community stakeholders who provide services to older adults. The Assessment includes five data collection tools:

  1.  Stakeholder interviews;
  2.  A provider survey;
  3.  A community survey;
  4.  Community townhalls; and
  5.  Focus groups.

In addition, the Assessment will also include population data collection that addresses the changing demographics, the current make-up of our aging community, and a glimpse of aging trends.

Stakeholder Interviews

A stakeholder interview is a conversation with a person who has a vested interest in a project with a goal of gathering insights to drive the project’s success. For the Older Adults Needs Assessment, we are looking for stakeholders who (1) provide direct health and social services to older adults (persons ages 60 or older); (2) facilitate programs or direct resources to programs serving older adults; (3) are thought leaders involved in policy making; (4) are executives and administrators who operate facilities that serve older adults; or (5) are community leaders who advocate for older adults.

Provider Survey

A provider survey examines a provider’s views on the care delivery system and quality of care for health and social services. For the Older Adults Needs Assessment, we are looking to survey providers who (1) provide direct health and social services to older adults (persons ages 60 or older); (2) facilitate programs or direct resources to programs serving older adults; (3) are executives and administrators who operate facilities that serve older adults; or (4) are caregivers of older adults, whether hired or non-hired (i.e., family members, neighbors, volunteers).

Community Survey

A community survey is a data collection method aimed at a particular community with specific questions for that community. For the Older Adults Needs Assessment, we are looking to survey community members who fit the definition of an older adult (i.e., persons 60 years and older) or are caretakers for older adults.

FOCUS GROUPS & COMMUNITY TOWNHALLS

A focus group is a research method that brings together a small group of people to answer questions in a moderated setting. The group is chosen due to predefined demographic traits, and the questions are designed to shed light on a topic of interest. For the Older Adults Needs Assessment, we are looking for participants who fit specific criteria of population groups that require additional contextual data such as older adults who are housing insecure, veterans, or older adults caring for grown children.

Our community townhalls are open to the public. All are welcome to participate. Community townhall dates will be published on this webpage when they are scheduled.
